Requirements to Obtain the TİO Certificate
There are some main conditions that an individual or organization must fulfill to undertake transportation organization duties.
- The application fee for a specific amount of the TİO certificate must be paid to the account of the Ministry of Transport and Infrastructure's Revolving Fund.
- A certain amount of capital is required for applications to be accepted.
- It is mandatory to document at least one of the addresses of the headquarters, branch, or workplace.
- Legal entities must provide their Registered Electronic Mail (KEP) addresses to be considered.
- Attention should be paid to the validity date of the document showing the connection to the certificate, and it must be submitted to the relevant chamber of commerce or industry.
- Companies must be established in accordance with the laws of the Republic of Turkey and registered with the trade registry, but individuals must be Turkish citizens.
Who Issues the TİO Certificate?
The TİO certificate is issued by the Ministry of Transport and Infrastructure. Completing and approving the application takes 30 days. The validity period of the issued or renewed certificates is 5 years.
Which Companies Can Obtain the TİO Certificate?

How to Obtain the TİO Certificate?
To get the TİO certificate, an authorization document issued by the ministry and a filled application form are required. When applying, the trade registry gazette, proof of payment of the certificate fee, and the chamber registration document are also submitted along with the necessary documents. After the authorization document is completed, it should be verified through the E-Government portal by querying and confirming the TİO certificate. To print the Authorization Document and Vehicle Card via E-Government:
- Log in to E-Government.
- Go to the Institutions section and access the Ministry of Transport and Infrastructure page.
To obtain the Authorization Document;
- Click on ‘Authorization Document Procedures’ and then go to the ‘Authorization Document Inquiry/Editing’ tabs.
- Select the necessary authorization document to print, then click ‘Create Document’ and finally press the ‘Download File’ button to print the document.
For the Vehicle Card;
- After entering the authorization procedures, click on the “Vehicle Card Inquiry/Editing” option.
- Enter the license plate of the vehicle for which the card will be printed; these plates are registered in the authorization document.
- Click the button to create the document for printing the vehicle card.
Required Information and Documents for the TİO Certificate
- Application petition
- Certificate of authorization indicating that the persons signing the application petition are authorized to represent and bind.
- If the transporter is an individual, a notarized copy of the passport of the relevant person; if a legal entity, a criminal record certificate of the company partners and the authorized representative, NOTE: The address of the Articles of Incorporation and the lease deed/deed must match.
- Document showing the address of the headquarters and/or branch workplace (Lease Contract/Title Deed) NOTE: The address in the Chamber of Commerce Activity Certificate must match the address in the lease contract/title deed.
- Trade registry gazette/newspapers
- A certificate of activity obtained in the year of application indicating that the applicant is registered with the relevant professional chamber or trade and/or industry chambers (The certificate must include the Transporter's Title, Address, Registration Date, Business/Occupation, Capital, and if applicable, Company Partners.)
- Applicants for the authorization must have at least 150,000 Turkish Liras* in capital. *As stated in the Activity Certificate.
- Registered in the electronic notification system.
- Payment of the certificate fee (965,246.00 TL)
